I'm thinking I got the wrong part. The washer with the rubber insert is supposed to be a rod end seal, and I'm wondering how the fuck that's supposed to work?

I use sperical rod bearings (better known as Heim Joints) in the control systems of the aircraft I build. What I think you are looking for is a product called Seals-It. It looks like a washer with a cup-shaped seal bonded to the OUTSIDE perimeter of the metal washer. It cups down and covers the sperical ball to keep dirt and contaminants out.

What I see in your picture is a drain plug gasket, witht he seal bonded to the inside of the washer.
